Are these global or per worker?

Would it be an idea in the future to be able to link them to groups? That way a support worker wouldn't see email templates from a group they weren't assigned to (eg sales or billing)?

This sounds like something the developers may consider with enough demand. I filed it in JIRA as an improvement request.
